The U.S. Securities and Exchange Commission was established by the Securities Act of 1933 and the Securities Exchange Act of 1934 following the Great Depression as part of the New Deal. The aim was to safeguard the market from manipulation and protect investors to ensure another crash of such a magnitude could never happen again. George C. Matthews (1886-1946) was a liberal republican and an economist. He served on the Federal Trade Commission before being appointed to the SEC's first board, where he served from 1934 to 1940.
