Franklin D. Roosevelt Signed Appointment. One page, 18" x 14", City of Washington; January 18, 1935. George C. Matthews of Wisconsin is appointed "a Member of the Securities and Exchange Commission for the term expiring June 5, 1938." Countersigned by Cordell Hull as Secretary of State. Presidential paper seal at lower left. Matted and framed to an overall size of 25" x 21". Not examined outside of the frame. The U.S. Securities and Exchange Commission was established by the Securities Act of 1933 and the Securities Exchange Act of 1934 following the Great Depression as part of the New Deal. The aim was to safeguard the market from manipulation and protect investors to ensure another crash of such a magnitude could never happen again. George C. Matthews (1886-1946) was a liberal republican and an economist. He served on the Federal Trade Commission before being appointed to the SEC's first board, where he served from 1934 to 1940.
