程淯（1870－1940），字白葭，号葭深居士，斋堂为葭仓仓室。江苏武进人。曾任英国传教士李提摩太的中文秘书，在上海协助办理广学会。在戊戌变法失败后，他还曾营救了康有为。后任《晋报》主笔。创办晋明小学校等，与清末山西新政关系较密。清末自北京寓居杭州，在西湖建一别墅，名日“秋心楼”。喜藏书画，书法浑厚，诗亦清秀，与赵熙、易顺鼎唱和较多。亦能刻印。抗战期间病殁上海，年七十余。
