Very early China or Korea. 7" tall. Koller, the well respected Swiss Auction house, has a closely related example- significantly smaller at 4 and 7/8 inches, and without the secondary base that this one has-in their June 2016 auction (lot 175) with a pre-estimate of 2000 to 3000 swiss dollars. They describe theirs as 6th century Sui, and Chinese. Koller often gets much higher than their pre-auction estimates. The last photo below is of the Koller example up for auction.
