提要：罗荣光（1833-1900）字耀庭，湖南吉首人。早年入湘军，连升把总、守备、参将等职，并得江苏巡抚李鸿章赏识，委带亲兵营，跟随戈登学习炮术。学成后，被委派统带开花炮营。同治六年，因平定捻军有功升记名提督，光绪二年，补大沽口协副将。十三年，创设水雷营、并亲自教练。十四年，醇亲王检阅时，称赞大沽口炮台为“天下第一海防”。罗荣光因布防得力，晋天津镇总兵。廿六年，调升新疆喀什噶尔提督，因八国联军入侵，毅然留任，率军驻守大沽口炮台。与联军激战六小时，誓死保卫大沽口炮台。终因兵力悬殊，弹尽援绝，壮烈殉国。
