提要：罗应旒，字星潭，四川崇宁人。从戎积功，累官至都匀知府、贵州候补道。光绪五年，上《敬呈管见折》，主张改革科举、博涉西学，旋调直隶交李鸿章委差。中日之战，唐王山之役，罗应旒先扫清龙台铺伏敌，然后绕出唐王山后，进攻唐王山。遭日军第十八联队和步兵第一大队夹击，幸得徐邦道合同梁永福支援，应旒率部冲出包围圈，并实施反击，毙贼千余名。《马关条约》签订后，遂归故里。工书。
