齐燮元，字抚万，直隶省顺天府宁河县（今天津市）人，北洋政府第4任江苏督军，直系军阀。早年先后在天津武备学堂、陆军大学学习，后留学日本，毕业于日本陆军士官学校，回国后，成为直系高层。1925年，齐燮元前往湖北，投靠吴佩孚，后因北伐战争再度下野，先后在天津、北平隐居。1937年，王克敏在日本的扶持下在北京成立伪中华民国临时政府，齐燮元参加伪政府的创建。1945年，日本投降，齐燮元以汉奸罪被逮捕。1946年，在南京执行枪决，终年62岁
