字守義，祖屬蒙古族，後屬漢族。光緒三十一年（1905年），隨兄守廉到泰州應院考未第。光緒三十三年往江寧，參加新軍任司務長。辛亥革命勝利後，繼續在革命軍裏任營司務長。民國13年，創辦福運輪船運輸公司，以後又任鎮江大通、大達輪船運輸公司經理。民國28年，日軍侵佔高郵後，曾被任命爲僞縣維持會副會長、會長。民國30年6月13日任僞高郵縣代理縣長，同年10月7日任僞縣長，兼僞縣保安隊隊長。民國31年，王宜仲作爲僞“模範縣長”去日本“朝拜”天皇,並寫有《日本紀遊》。民國33年7月卸去僞職。
