Six pages, 10.5" x 16.5", Philadelphia, Pennsylvania; May 27, 1776. The Pennsylvania Packet Vol. V, Numb. 240, printed by John Dunlap. Features an article calling for a "constitution...founded on the authority of the people." Eleven days later, Richard Henry Lee introduced a motion in Congress to declare independence and form a committee to draft a declaration of independence. The article reads in part: "...That whereas the Hon. Continental Congress hath by a resolve...recommended the taking up and establishing new governments throughout all the United Colonies, under the "AUTHORITY of the PEOPLE;" and as the chartered power of this House is derived from our mortal enemy the King of Great Britain....until such a time as a new constitution...from, and founds on, "the authority of the people" shall be finally settled by a Provincial Convention to be erected for that purpose..."
