Description

[Governor Richard Penn's Testimony to the House of Lords Regarding Colonies' Attitudes Toward Independence] The Pennsylvania Gazette, February 21, 1776. Four pages, 10" x 16.25", Philadelphia, Pennsylvania; February 21, 1776. The Pennsylvania Gazette Numb. 2461 featuring an article reprinting the testimony of Governor Penn given before the House of Lords November 11, 1775. Richard Penn was the lieutenant governor of Pennsylvania from 1771 to 1773 and was responsible for delivering the Olive Branch Petition to Great Britain. While there, he testified before the House of Lords about the current atmosphere in the colonies regarding independence. It was reprinted in question and answer format and reads, in part: "Q. Was he acquainted with all the members of the Continental Congress? A. He was personally acquainted with all the members of that Congress. Q. In what estimation was that Congress held? A. In the highest veneration imaginable by all ranks and orders of men...Q. Did he suppose that the Congress contained Delegates fairly nominated by the choice of the people? A. He had no doubt but that the Congress did contain Delegates chosen under this description...Q. What did the witness recollect of the Stamp Act? A. That it caused great uneasiness throughout America..." With COA from Timothy Hughes Rare & Early Newspapers. The testimony covered the colonies ability to raise and command an army, build ships, and the fairness of taxation within the colonies. Penn chose to remain in England after this testimony and, aside from a brief visit to Pennsylvania after the war, stayed there for the rest of his life. Condition: Integral fold repaired and reinforced with archival paper. Slight edgewear with small, inconsequential closed tears. Lightly soiled.
