|▲||提要：罕见文献，此为拍场历年仅见孤品。可以考证当时地方政体。作者陈文泉，资料甚少，据序，乃知出自顺德世家，其父曾任天津海关官银号经理四十余年，其兄为己丑恩科举人。陈文泉本人洋务出身，后相助筹办天津警察机关，并得以花翎二品衔任直隶后补道，旋任大清银行总经理，并设立银行学堂，是以吾国银行业得以大发展，先生有巨功也。先生关注地方公益，慈善事业甚多。尤其关心乡邦地方，故此书亦其重要著作也，惜极为罕见。
