Originally a captain in the Swedish navy, he left and devoted himself to maritime trade in 1891. In the years 1900-1907 he was a member of Parliament's second chamber as representative of the city of Stockholm. In 1906 he was appointed envoy in Tokyo, and Beijing from 1907. Wallenberg thus became the first permanently-stationed Swedish career diplomat in East Asia.
